Carrots and sticks for Sudan - The Star

Sudan's defiant President Omar al-Bashir has thumbed his nose at the international community for years, massacring Darfur's civilians and dodging a viable peace deal that would end the misery of 3 million people living in refugee camps.

But Washington on Monday signalled a turnaround in its policy of isolating Bashir, instead tabling a vigorous plan of diplomatic engagement that would monitor progress toward peace and offer Sudan carrots as well as sticks to stay on course.
