Enough is a project of the Center for American Progress to end genocide and crimes against humanity. Founded in 2007, Enough focuses primarily on crises in Sudan, South Sudan, eastern Congo, and areas of Africa affected by the Lord’s Resistance Army. The Enough Project’s strategy papers and briefings provide sharp field analysis and targeted policy recommendations based on a strategy of promoting durable peace, providing civilian protection, and supporting accountability for perpetrators of atrocities. Enough works with concerned citizens, advocates, and policymakers to prevent, mitigate, and resolve these crises by both raising awareness domestically and pressuring lawmakers and policymakers.

Director of Policy and Advocacy

The Policy and Advocacy Director will play a key role in guiding and contributing to Enough’s analysis and policy recommendations as s/he develops and implements Enough’s comprehensive advocacy strategies, develops public policy materials, and supervises four or more policy and advocacy staff members. S/he will lead an outstanding cross-cutting advocacy and policy team that is professionally equipped to contribute to and execute policy initiatives, research and analysis, and coordination of government relations strategy for Enough.

The Policy and Advocacy Director will work closely with Enough’s staff and consultants, particularly the lobbying team and online communications to advance the project’s goals. This is a senior position and requires 10 or more years of policy and advocacy experience and strong staff management skills. Field experience in areas of conflict and instability, preferably in the areas where Enough currently works, is required. Advanced knowledge of international affairs and conflict prevention is preferred.

Job responsibilities:

  • Contribute to the policy direction, positions, and advocacy of the organization, provide strategic guidance for the policy and advocacy team, help to set the organization’s research agenda, and provide direction and support in the formulation and dissemination of policy analysis and recommendations.
  • Work collaboratively with all members of the policy team, field staff, and senior management to help achieve consensus on key policy issues.
  • Co-author and author policy papers, articles, op-eds, and other publications to advance Enough’s policy objectives.
  • Represent and convey our policy approach in discussions with a wide range of interlocutors including senior international institutions members of the administration, members of Congress and Hill staff, and international organizations.
  • Assist in developing legislative and advocacy strategies for Enough’s focus issues, in collaboration with the campaign teams.
  • Coordinate the development and posting of new and updated advocacy materials for the web site.
  • Keep up-to-date on latest grassroots advocacy techniques, including electronic advocacy methods and tools.
  • Participate in the planning and implementation of public events as well as conventions, conferences, and other special events.

Job requirements:

  • Strong management and organizational skills–detailed-oriented, good follow-through; effective time management skills, including prioritizing and managing multiple tasks, and demonstrated experience managing teams, including developing campaign and personal work plans and goals.
  • Excellent communication skills–verbal and written (particularly online); demonstrated effectiveness in persuasive writing skills supported by samples of e-mail and campaign writing; commitment to editorial excellence.
  • Strong work ethic–disciplined, dedicated, self-starter–able to work alone or within team environment equally well. Ability to demonstrate and establish credibility and professionalism with diverse group of volunteer leaders in person, over the phone, and in written communications. Required to work weekends and evenings as needed. Job related travel required.
  • Technical/technology awareness–solid understanding of online fundraising, marketing, and advocacy technology. Strong general technology skills–office software, database experience a plus.
  • A strong commitment to human rights and to Enough’s mission to end genocide and mass atrocities.

Job qualifications:

  • Advanced degree (master’s or J.D.) in international relations or related field.
  • 10+ years of professional experience at progressively senior levels in the field of foreign policy, international peace and conflict issues, or human rights, including management experience. The candidate should have a good understanding of the policy-making community in Washington and the potential implications of various advocacy and policy approaches.
  • Significant field experience in Africa and/or in areas of conflict and insecurity. Experience in the countries on which Enough focuses will be considered an asset.
  • Demonstrated excellence in research, writing, and analytic ability.
  • Comfort with working under pressure/tight deadlines in a fast-paced environment.
  • Ability to multitask and prioritize.
  • Strong interpersonal skills and ability to work on a team.
  • Foreign language skills, especially French or Arabic, are preferred.
